Conspiracy Conspiracy (continued) The imperative

Extract from an article World dated February 27, 2011:
"Faced with a growing protest in the street, the Yemeni President Ali Abdullah Saleh, spoke of a "conspiracy" against the unity of his country and vowed to defend the "Republican scheme" in a speech to army commanders and security forces, reported Sunday, February 27 media Sanaa.
And here's the exact quote:
"Our nation is in four years by enormous difficulties (...) and we try to address them through democratic means and dialogue with all political leaders, but in vain " , the president said Saturday, Feb. 26 in the evening before the chiefs of the armed forces and security units. " There is a conspiracy against the unity and territorial integrity of the Republic of Yemen and we in the armed forces, we have sworn to preserve the republican regime, unity and territorial integrity of Yemen until the last drop of our blood " ," he added.
No need to know exactly who conspires in this region, although we doubt that the influence or interference of Saudi Arabia and conglomerates of the British Empire are not far behind that charge (where anti-Americanism smells of hypocrisy or simplistic). What I find most interesting is that a head of state who does not pass for an upset in the noggin as the hilarious Gaddafi in Libya, facing riots, publicly acknowledge that the state conspiracies exist.
